North East Lincolnshire Council is seeking to establish a framework agreement to support its Regeneration Partner in the delivery of Strategic Housing Works relating to:
Low Level Access Showers and Ramps
General Building Works up to GBP 50k per scheme
Domestic Plumbing and Heating Schemes
Any estimated quantities provided in this notice or any subsequent Invitation to Tender is provided in good faith.
There will be no obligation to North East Lincolnshire Council to enter into call off contracts nor will any guarantee be provided about minimum volumes of works or indeed any works through this framework agreement.
For indicative purposes the total contract value (48 months) is a range between 0 GBP and 6m GBP. However, this may be subject to change based on the budgetary alterations outside of the Council’s control. The works are to be divided in to the 3 Lots.

1)Short description

Disabled Facility Grant (DFG) is a mandatory Government grant, administered by local councils to fund a range of work that will help a disabled person remain in their own home.
People can apply for a grant if they are an owner occupier or a tenant (if they gain permission from their landlord). This includes social housing tenants.
DFGs are awarded for essential adaptations to give disabled persons better freedom of movement around the house. Recommendations are based upon recommendations made by an Occupational Therapist who will carry out an assessment of their condition.
Contractors will be required to complete a schedule of rates provided by the Home Improvement Service. The Home Improvement Service aims to rota 3 jobs a time between the top 7 ranking contractors on the framework to ensure a fair distribution of work.
The Home Improvement Service seeking tenders from experienced contractors who can carry out the following works:
Bathroom conversions – Pricing against a schedule of works provided by the Home Improvement Service, adapt a domestic bathroom to suit client needs and enable independent bathing.
Ramps – Price against a schedule of works provided by the Home Improvement Service

Lot No: 2 Lot title: Lot 2: Plumbing and Heating

1)Short description

The Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 came into force in July 2002.
The order gave discretionary powers to Local Authorities allowing them to offer a wide range of assistance for
housing renewal.
North East Lincolnshire Council currently offer an emergency grant to owner occupiers unable to finance
emergency repairs.
The Council also offer a Home Appreciation Loan to eligible owner occupiers to allow them to bring the property
up to a Decent Homes Standard.
Further details of the schemes and the works which are eligible for funding can be found in the Housing
Assistance Policy 2010.
The Home Improvement Service is seeking tenders from experienced contractors who can carry out the
following works;
Emergency hot water,replacement, repairs and installations.

Lot No: 3 Lot title: Lot 3: Housing Repair and Major Disabled Adaptations Projects

1)Short description

North East Lincolnshire Council and its Regeneration Partner, Balfour Beatty Workplace, is wishing to identify
suitably qualified and experienced contractors who are able to deliver the domestic home improvements within
the private sector and larger domestic disabled adaptation projects.
Disabled Facility Grant (DFG) is a mandatory Government grant, administered by local councils to fund a range
of work that will help a disabled person remain in their own home. The legislative maximum amount for a DFG is
£30,000. From time to time complex projects costs will exceed the maximum amount. In these cases, additional
funding may be obtained.
People can apply for a grant if they are an owner occupier or a tenant (if they gain permission from their
landlord). This includes social housing tenants.
DFGs are awarded for essential adaptations to give disabled persons better freedom of movement around the

includes property extensions, complex cases where major alterations are made internally to a property to make
adaptations to meet client needs.
