Existing Supply Chains will be rationalised to x 3 suppliers as it is the express intention to operate with x1 Strategic Partner lead supplier per Lot; and only x1 Lot award per Supply Partner. Consorita Bids are invited.
HCC will act as sole Contracting Authority. The contract model determined will allow for the inclusion of other Named Authorities, but will not operate as a Framework Agreement, meaning it is envisaged that there will be no direct access to the Strategic Partners by Named Public Sector Partners.
An overall contract term of 7-years has been set, comprising of an initial contract term plus several incremental extensions. The start of the OJEU procurement process is planned for the end April / early May 2013 and it is anticipated that service delivery will commence in summer 2014.
The Contracts will cover the full range of consultancy services, split at a high level in to three (3) distinct Lots; namely:
— Design,
— Cost & Project Management,
— Development & Estates Management.
The ‘Core’ scope of requirements within each of these x 3 Lots will be:
Design: Multi-Disciplinary design & engineering services / Architecture / Building Services / Building Surveying / CDM-C / Civil engineering / Structural Engineering / Mechanical & Electrical Design / Interior Design & Space Planning, Landscape Architecture.
Cost & Project MGT: Project, Programme and Framework Mgt / Quantity Surveying / Cost Mgt / Budgeting / Estimating.
Development & Estates: Urban Design / Town & Master Planning / Site investigation / Landscape Architecture & Ecology, Transport Planning / Strategic Land / Valuations / Land Surveying / Transport and Highways / Water, Geotechnical and Remediation / Environmental & Sustainability / Infrastructure & Utilities / Estate Management Consultancy Services.
Specialist, non-Core, services might include: acoustics, bat surveys, heritage, Energy, BREEAM, Soft Landings, Archaeology.

HCC wishes to gauge interest and opinion regarding the viability of the proposed procurement, solution and operational delivery model for the Strategic Partner Project and to canvass views from the consultancy supply market on the appropriateness of the proposals for delivery of the project and secondly to assess market capacity to perform for the project. We intend to carry this out by releasing a Questionnaire to the market prior to holding a consultation event day at which we can meet supplier representatives in person.
HCC Corporate Procurement, Property Service and Economy, Transport & Environment departments have planned to conduct a Supplier Market Testing (SMT) Day on 10.12.2012 and invite market related consultancy suppliers who are interested in this project to attend and enter in to dialogue with HCC & Partner’s staff regarding the Project and to discuss responses received to the Questionnaire.
In addition to issuing this Prior Information Notice (PIN), HCC through it’s corporate electronic tendering system In-Tend has established a Project event containing a further Questionnaire & Briefing Note.
We kindly request interested suppliers to login to In-Tend, download and complete the Questionnaire by the deadline date of 29.11.2012. Please note that the Questionnaire will not be available until 9th November, however registration to the In-tend system and “expression of interest” in the project is possible with immediate effect.
This document is designed to both engage suppliers and to allow an opportunity for suppliers to:
— get a clear understanding of what business outcomes the Property Service Department requires and to ask questions as well as critique the current solution,
— give their views on how to structure the requirement in order to deliver the Project objectives and provide, partnering ethos, innovation and value for money over the term of the contracts awarded.
Pre-procurement engagement with the Consultancy supply market is considered best practice as it helps to maximise value for money from the resulting procurement and may include technical dialogue to inform a specification.
The benefits HCC wishes to achieve are:
— Helps to stimulate increased competition and reduces dependency on a limited number of suppliers,
— Help to define and develop the requirements of what is needed,
— Help to provide a better understanding of the feasibility of the requirement, the best approach, the capacity of the market to deliver and possible risks involved,
— Provides the market with an opportunity to ask questions / raise queries and any issued addressed at an early stage.

Suppliers are invited to arrive on the day at 9.30 am for a 10.15 am start. The session is expect to be completed by 13.00 pm.
