Administrative services related to tourism affairs. Promotional services. The Norfolk Tourism Partnership (NTP) is looking to move to the next stage of its development, in line with Government policy to ensure that local tourism bodies ‘become focused and efficient Destination Management Organisations (DMOs) which are led by and, increasingly, funded through partnership with the tourism industry itself’.
The purpose of this Contract is to facilitate, on behalf of Norfolk County Council (NCC) and New Anglia Local Enterprise Partnership (NALEP), the development of the Norfolk tourism brand and enable the county’s DMOs to develop as a group within the NTP and become more established and self-sufficient.
The successful Contractor will deliver a range of agreed activities, as specified in the tender documentation, to contribute towards the achievement of the Vision and aims of the Tourism in Norfolk Strategy, that.
“Norfolk is a premier, responsible, tourism destination, attracting leisure and business visitors throughout the whole year and that the Norfolk brand is viewed as representing real quality, with Norfolk’s environment quality being a key factor in its tourism appeal”, thus increasing the economic activity generated by and maximising employment opportunities offered by the sector to ensure its long term social, economic and environmental sustainability.
Services to be delivered under the Contract fall into four categories:
1. Maintenance and development of the suite of NTP websites: www.visitnorfolk.co.uk, www.visitnorfolk2012.com, www.conferencenorfolk.co.uk, www.norfolkweddingdirectory.com and www.ntqt.co.uk.

2. Development of and support for local promotional campaigns, including close working with Suffolk tourism partners.
3. Research and market intelligence, such as economic impact studies.
4. Training and business development.
The above list is not exhaustive and a full and detailed list of Services is provided in the Service Specification document. Delivery of the services and scoping of future activity will be monitored by, and agreed with, the public/private NTP Board.

The contract will be awarded to a single service provider, and will be in place for a period of 30 months. The figure of GBP 300,000 shown below represents the likely value of the contract. This is made up of various funding strands. In particular, Norfolk County Council and New Anglia Local Enterprise Partnership will together provide up to GBP 200,000, phased over the 30 months’ term, with at least GBP 100,000 to be provided by other funding partners, in addition, to create a Norfolk Campaign Fund, which will be used to deliver projects and marketing campaign activity.

Description of particular conditions: The Supplier agrees that there shall be no discrimination by it against any person with respect to opportunity for employment or conditions of employment, because of age, culture, disability, gender, marital status, race, religion or sexual orientation. The Supplier shall in all matters arising in the performance of the Agreement comply with the provisions of the Sex Discrimination act 1975 and the Disability Discrimination Act 1995 and any regulations made there under. Precise information on deadline(s) for lodging appeals: Lodging of appeals: ESPO on behalf of Norfolk County Council will incorporate a minimum 10 calendar days standstill period at the point information on the decision to award the contract is communicated to tenderers. This decision notice will incorporate the award criteria, the reasons for the decision, the reasons (if any) why a tenderer did not meet any technical specification, the identity of the successful tenderer(s) and a precise statement of when the standstill period is expected to end. Any appeal or challenge against the award decision must be communicated to the address stated in section I.1 within the standstill period. If an appeal or challenge regarding the decision to award the contract has not been successfully resolved the Public Contracts Regulations 2006 (as amended) provide for aggrieved parties who have suffered harm or are at risk of harm by a breach of the procurement rules to take action in the High Court (England Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months) (NB this time limit may be reduced to 30 days in circumstances where the contract award has been publicised to all participants in accordance with the Regulations). Where a legal challenge is launched against the award decision ESPO is obliged to suspend the making of the contract. Where a challenge is made after the contract has been entered into then that contract could be declared ineffective and/or shortened and/or a fine imposed by the court, but only where the court are satisfied that there has been a serious breach of the procurement rules.
