Cambridge City Council, South Cambridgeshire District Council, Huntingdonshire District Council, Fenland District Council, East Cambridgeshire District Council and Cambridgeshire County Council are running a joint procurement exercise to appoint a single contractor to provide structural calculation checking and supporting services. Cambridge City Council is the lead authority for this procurement exercise. All authorities named above will be able to utilise the contract.
All 6 councils wish to appoint a single contractor to undertake this work. Work under the contract will be split into 2 items as follows:
— Item 1 – checking and validation of structural calculations, drawings and other details relating to buildings to be erected, extended or altered, in connection with the Councils’ statutory duty to apply and enforce building regulations. These details need to be checked for compliance with part A of the building regulations and inter alia with appropriate British and European standards. Work under Item 1 will form the bulk of the contract. The average annual expenditure and number of instructions issued for checking submissions received by the District Council Building Control sections over the last 3 years have been around the following:
—— 15 000 GBP for Cambridge City (85 instructions),
—— 18 000 GBP for Huntingdonshire (365 instructions),
—— 6 000 GBP for Fenland (95 instructions),
—— 4 000 GBP for South Cambridgeshire (50 instructions),
—— 9 000 GBP for East Cambridgeshire (150 instructions).
— Item 2 – other emergent / consultancy work that may arise for structural engineering advice. This work will cover ad hoc tasks of various types that are not covered under item 1 above. Volume and value of work will be lower than for item 1 above.
Under both items of work, the contractor may be required to attend sites to check that structural work complies with the building regulations or to advise Council officers on structural matters. On occasion there may be urgent call outs at short notice and during anti social hours where (for example) inspection of a potentially dangerous structure may be required.
