The Department of International Development (DFID) would like to notify interested parties of an upcoming requirement for a Study on Fiscal Burden in the Democratic Republic of Congo (DRC). The study intends to understand the level and types of informal/illegal taxation on citizens in DRC by surveying respondents in 2/3 provinces. Results and analysis from the study will be used to inform strengthening of domestic revenue collection and donor policies promoting decentralisation and capacity building at provincial levels. The proposed budget for this project is set at 450 000 GBP and we anticipate that the project length to be 4 months commencing in January/February 2015. Interested parties are asked to express interest and access draft Terms of Reference via the DFID supplier portal.

The main contract will be governed by English Law. Prices must be quoted in GBP and all payments under the contract will be made in GBP. DFID reserve the right to annul the process and not award the contract. DFID do not provide advance funding therefore the supplier will be required to pre finance all programme activities, before claiming reimbursement from DFID in arrears. DFID will be seeking to agree output/milestone based payment plan for this contract.
