The ONE model enables the Traffic Directorate to be proactive in making operational decisions. Without it our decisions would be measured after the implementation and we would be reactive in our response to any change of traffic control strategy. It is envisaged that in the future the ONE model simulation network will be used as a part of the modelling process where we will have the capability to “predict what will happen in 30 minutes and act in 5 minutes to mitigate any network impact”.
The aspiration for the assignment results of the Pan London ONE model is to be accurate enough to:
— Provide route choice information to London’s primary corridor VISSIM models that are being used to evaluate traffic management measures that improve hourly journey time reliability for traffic travelling through them.
— Provide the basis from which to cordon subarea models and convert them to London secondary corridor VISSIM models.
— Form the basis from which to study short term (after one day, after one week etc) local re assignment of traffic around road works or short lived scheme construction stages to help design area wide congestion control mitigation strategies through signal and network control strategies.
TfL intends to conduct an audit of the ONE model, as it is best practice across the industry to independently review the development of the large tactical/strategic model. This practice is adopted by DfT, HA and TfL’s Planning department. Traffic Directorate has also similar procedures for the micro-simulation models. To date the ONE model has not been subjected to such an audit. To ensure robust and impartial approach external independent expertise is required.
The auditor(s) should be aware of the tasks the ONE model is being called to fulfil in the future. The proposed audit may include the following items, but it is not restricted to the:
— Review of the data sources and their suitability.
— Detailed and buffer link delay capacity characteristics.
— Node coding (geometric, traffic control).
— Review of model development methodology.
— Size and number of zones.
— Trip end assumptions.
— Number of assignment demand segments.
— Impedance parameters.
— Assignment techniques.
— Treatment of vehicles using congestion charging area to travel through.
— VISSIM interface.
TfL expects to enter into contract(s) for at least two Subject Matter Experts (SMEs) depending on their and their team capabilities, timescales and required budget. It is not proposed that each candidate would necessarily have an equal share of the funding as their offered solutions may have different scope and require differing resource levels
