Description of the contract

Following the transfer of responsibility for commissioning prison-based substance misuse services from Ministry of Justice to Department of Health, Hertfordshire Joint Commissioning Partnership on behalf of Hertfordshire County Council and NHS Hertfordshire are seeking Expressions of Interest from suitably experienced and competent organisations to deliver the whole range of psycho-social substance misuse recovery services to adults in HMP The Mount. The provider will be expected to deliver innovative services to produce outcomes aligned to Recovery & Re-integration. The provider will be expected to have at least 3 years experience of delivering psycho-social interventions for substance misuse in either community or prison-based settings. The Service will be expected to provide access to a wide ranging suite of psycho-social interventions which vary in their intensity, duration and overall objective (harm reduction/abstinence) and will include; • Brief interventions • Structured group work • One to one key working • Access to structured short-term counselling • A range of psycho-social interventions • Longer term intensive drug/alcohol treatment programmes based on CBT and/or 12 step approach, including accredited programmes • Shorter term intensive drug/alcohol programmes, including accredited programmes • Defined interventions for alcohol users • Programmes aimed at reducing re-offending • Access to 12 step mutual aid groups • Access to SMART peer support group • Confidence building/life skills • Facilitated Access to drug/alcohol detoxification in liaison with Healthcare • Ongoing case management, particularly on entry into and on release from the prison • Relapse prevention • Pre-release interventions to reduce risk of harm and maximise recovery • Innovative approaches to deliver ambitious outcomes for service users • Support for continuity of care upon transfer to other prisons and on release into the community

The annual contract will be in the region of £457,000 in the first 12 months. It is anticipated that the contract will be awarded for 2 years with a possible extension of up to 18 months, and will be dependant on funding, performance and flexibility to meet changing demands, with a planned start on 1st October 2012. TUPE will apply. Either single provider or Consortia/Partnership bids will be welcomed and considered. However, the contract will be awarded to a single legal entity.
