Lot No: 1 Lot title: Single Homeless Service

1)Short description

Single Homeless Supported Housing Service – to prevent issues that may lead to the service users becoming homeless. This will be delivered at a single large property location, with individual single rooms provided for service users to provide shared accommodation. There are 18 service users.

Housing Related Support provided to 18 individuals in order to help prevent issues which may lead to them becoming homeless, and provide skills in order to move the individual on to more independent accommodation.
All 18 units are delivered at a single large property location as shared accommodation with individual single rooms.
A maximum of 5 direct face to face support hours are expected per individual per week, and support duration will be limited to 12 months.

Lot No: 2 Lot title: Substance Misuse Services

1)Short description

This consists of 2 services:
1: Substance Misuse Supported Housing Recovery Service – to help control and prevent issues which may lead to service users with on-going substance misuse issues becoming homeless as a result of their addiction. This will be delivered at a single large property location, with individual single rooms provided for service users to provide shared accommodation. A separate house provides 3 additional units. There are 19 service users, and;
2: Substance Misuse Move-on Recovery Floating Support Service – to help prevent a reoccurance of substance misuse problems which may have led to homelessness in service users within move-on accommodation. This will be delivered at a single large property location, consisting of self-contained flats provided for service users to provide shared accommodation. There are 10 service users.

This consists of 2 services:
1: Substance Misuse Supported Housing Recovery Service:
Housing Related Support provided to 19 individuals with on-going substance misuse problems in order to help control and prevent relapse and other issues which may lead to a reoccurrence of them becoming homeless.
16 units will be delivered at a single large property location as shared accommodation with individual single rooms, with the remaining 3 units provided in a shared house.
A maximum of 5 direct face to face support hours are expected per individual per week, and support duration will be limited to 12 months.
2: Substance Misuse Move-on Recovery Floating Support Service:
Housing Related Floating Support provided to 10 individuals in move-on accommodation continuing to help prevent a reoccurrence of substance misuse problems and support to help individuals become fully independent.
Please note that it is likely that the existing accommodation will not be available at a central location and therefore the floating support delivery may need to be dispersed over several locations.
A maximum of 2.5 direct face to face support hours are expected per individual per week, and support duration will be limited to 12 months.

The services covered by the proposed framework agreement are classified as Part B Residual Services within the Public Contracts Regulations (2006) as amended (2009). The Contracting Authority has chosen to advertise within OJEU voluntarily, in accordance with the spirit of the EU public procurement regime and to conduct the procurement process in an open and fair manner so as to increase competition. The submission of this notice and any subsequent advertisement of the framework agreement is not an indication that the Contracting Authority considers itself bound by the provisions in the Regulations that are applicable only to Part A services.
