THIS IS NOT A CALL FOR COMPETITION

Leicester City Council (the Council) commission housing related support services for people with substance misuse issues. The Council will be seeking to undertake a competitive process to re-procure these services later in 2013/2014.

The Council is undertaking this soft market testing (SMT) exercise to seek independent views to support and shape the service and the procurement activity.

Participants are invited to respond to key questions which can be found in the SMT document found at the bottom of this advert. Responses must be returned no later than 14:00 hours on 12th June 2013. You may be contacted by the Council representatives to discuss your responses further.

Please note this is not a call for competition. The Council welcomes the opportunity to engage with you and appreciates your assistance in providing us with your views. However, you should note that in any subsequent procurement exercise the Council will have to comply with its legal obligations and that neither the intention nor the purpose of this SMT is to confer any advantage upon its participants in any future procurement process.

The Council does ask that all participants sign a Non-Disclosure Agreement. The purpose of the agreement is to protect both the Council and your confidential information; and to allow us to engage in meaningful dialogue and to make decisions based on the best information available. As a public authority the Council are subject to the disclosure requirements under the Freedom of Information Act 2000. The Council will therefore advise that any information you provide to the Council which you consider to be confidential is labelled as such. In the event that a request for information is subsequently made under the legalisation then the request will be dealt with in accordance with the legislation and giving regard to your views on confidentiality.
