This is a recovery-orientated community substance misuse treatment service for adults (aged 18 and above) and their family / carers / supporting others; delivered across the community, including criminal justice linked interventions, in North and Central Lancashire.

LCC has a responsibility to make a difference in reducing poverty, discrimination and inequality, and improving the quality of life for local people.

Delivery of this specification is intended to change behaviour, improve health.

The amount of Local Improvement Services (LIS) budget available for this contract cannot be confirmed at the point in time this tender is being published. Where no budget is made available, those elements defined in Section 9.9 Local Improvement Services of the specification will not be required to be delivered. The Authority will confirm with the successful provider when funding becomes available and the Service Provider is required to commence delivery in respect of these service requirements. The Authority intend to transfer budget into the contract from 1.4.2019.

The LIS budget concerned by this contract is 0 GBP to 375 395 GBP per annum.

The value of, and likelihood of the Authority entering into, any Extension Periods are subject to available funding. Any Services delivered by the Service Provider in Contract Years 4, 5, 6 or 7, arranged by way of an Extension Period, are presently anticipated to be of a broadly similar value. The Authority reserves the right to increase or decrease the funding provided, whether this be achieved through the release/withdrawal of LIS funding outlined above or such other funding review process. Any requests made by the Service Provider to increase the Annual Value of funding for a given Contract Year shall be strictly as set out in the Contract.

The intended contract commencement date is 1.9.2018.
