Suffolk County Council wishes to put in place a framework for its construction requirements over the next 4 years, it will be available for all public contracting authorities in the East of England. This Framework will be awarded by Suffolk County Council but the resultant contract will be managed by Concertus Design and Property Consultants, a wholly owned company of Suffolk County Council. The framework will be for contractors who have the capability and resources to undertake work on a traditional and design and build basis under a range of contract types. In addition to the contractors undertaking traditional construction and refurbishment works, the framework can be utilised for specialist trades via the main contractor; demolition and condition improvement works to the fabric and infrastructure of buildings. The framework will have the following Lots with works projects in these ranges Band 1 – 0 GBP – 750k GBP, Band 2 – 500k GBP – 3.5m GBP, Band 3 – 2.75m GBP – 10m GBP, Band 4 – 8m GBP +

Band 1 covers the construction value range of projects between 0 GBP to 750k GBP and it is envisaged that the types of work likely in this area may be a mix of refurbishments, remodelling extensions and demolitions of the existing building stock. Projects within this Band may be batched up to a maximum batch value of 2m GBP with a single project maximum value of 750k GBP.

VI.4.3)Review procedure
Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to the tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly.
