Justification:

The Northern Ireland Housing Executive has a requirement to establish a Framework agreement (‘the Framework’) for the supply and delivery of personal protective equipment (PPE). The supplies are required to minimise the risk of transmission of Covid-19 and to ensure staff are able to provide essential public services. Due to the urgency, disruption and current shortages of PPE, adherence to the normal open procedure time limits could result in failure to obtain the required supplies.

Estimated quantities of the required PPE are included in section I) of the specification. However due to the uncertainty caused by the outbreak of Covid-19 the estimated annual quantities could significantly increase or decrease. Government guidelines and the potential development of a vaccine for Covid-19 could significantly affect the quantities required. In the event that larger quantities are required the Housing Executive reserves the right to use this framework to purchase any additional types or volumes of PPE required that will help to minimise the transmission of Covid-19. The Housing Executive may use the Framework to purchase PPE for distribution to other organisations it funds (see www.nihe.gov.uk for further information). The estimated quantities provided in the specification (Schedule 1 of the Commercial Conditions of Contract) allow for this possibility. Those organisations will not have access to the Framework directly. The Housing Executive will manage any mini-competitions that may be required, raise any orders and make any subsequent payments.
