Supply and Delivery of Police CID Overcoats

Description of the goods or services required

This Contract is for the supply and delivery of Black Waterproof Overcoats to be worn by CID officers. The jacket will be predominantly worn by officers wearing suits, covert body armour, and covert personal protection equipment harness.

The jacket to include blue ‘POLICE’ badge with silver reflective lettering on left breast area (approx. 10.4cm x 4.1cm) and on rear centre (approx. 25cm x 10cm). The badges should be designed in such a way to allow covert or overt wearing, so that the front and rear badges can be hidden if required.

The garment is to be black made of a waterproof breathable fabric. Front fastening with heavy duty zip and suitable collar. A storm guard is required as this garment will predominantly be used in wet conditions. The garment to be fitted with adjustable fastenings on sleeve cuffs to enable tight closing in inclement weather. Two external pockets, one on either side and an internal pocket with zip closure to be provided.

Full range of unisex sizes to be provided. Jackets will be worn over body armour, therefore sizing should take this into consideration.

The Contract period is 1 July 2012 – 30 June 2015.

The estimated quantity of CID Overcoats for the contract period is 1200.

The estimated value is £63,600.

Minimum standards and qualification required

The minimum standard of economic and financial standing required for Tenderers for this Contract is an average annual turnover of £127,200.

Additional Information

Any Contract arising from this Tender will be governed by the Law of Scotland.

Tenderers are asked to note draft legislation (The Police and Fire Reform (Scotland) Bill) is currently before the Scottish Parliament that is intended to create a Police Service of Scotland and single Scottish Police Authority which will replace the current 8 Scottish Police Forces and Authorities and the Scottish Police Services Authority. The current timescale for the establishment of the new Force and Authority is 1 April 2013. As currently drafted the legislation anticipates that any rights or obligations which an existing Police Authority has or may have under a contractual agreement or other agreement will transfer to the Scottish Police Authority. Notwithstanding any statutory transfer order, there will be reserved the right to the Police Authority in the case of the Contract to assign or novate their interests in such a Contract to a new Scottish Police Authority.
