TUPE will apply.
The contract period is for 3 years with the option to extend for up to a further period of 12 months.
The evaluation of the framework shall follow an open two-stage process. The selection stage, which all providers shall be expected to pass all the pass / fail questions in order to proceed to the award stage.
The award stage will be evaluated using the Most Economically Advantageous Tender (MEAT) response methodology and based on the following criteria:

Description of these options: The initial contract period will be for 3 years from 02/01/14 with the option to extend for up to a further 12 months.
Section III: Legal, economic, financial and technical information
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(6) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established
(7) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established.

(1) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;
(2) An indication of the proportion of the contract which the services provider intends possibly to subcontract.
(3) A list of works carried out over the past 5 years, detailing the value of the consideration received; when and where the work or works were carried out; and whether they were carried out according to the rules of the trade or profession and properly completed.

The period to register interest in the opportunity on the proactis plaza e-tendering system is up to 8.10.2013. The system will not accept any further interest after this date.
The clarification period for any queries shall be up to 10.10.2013. Any queries received after this date will not be responded to.
The closing date for tender return through the e-tendering system is 12:00 noon on 17.10.2013. The system will not accept any tenders after this time.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Tenderers are required to submit a Community Benefit Plan with their tender response, however this is a non core aspect and shall not fall part of the evaluation process.
