As a result of a study into vehicular signage in Blackpool, Blackpool Council has identified a need for a system of vehicle detection and display of information to manage parking and control congestion in the town. Currently, there are a few stand-alone variable message sign, however no integrated system exists. Blackpool Council requires a system to be designed and implemented to fulfil these functions (which are explained in detail in the following sections). The contract would cover the specification, design, purchase, installation and commissioning of variable message signs, video cameras and communication systems between the various elements. Potential bidders should use this document as an information note to determine whether they would express an interest in providing some or all of these services. It would be preferable to award the entire package of work either to one bidder or to a consortium of interested organisations that could work together to manage the project and provide a complete system.
An established system with a proven track record of success and integration would be looked at favourably.

Blackpool Council wishes to enter into exploratory dialogue and scoping discussions with organisations that have the capability and experience in delivering Variable Message Signage and associated Services (covering but not limited to design, installation, commissioning, video cameras, communication systems etc) and who are willing to work with the Authority to deliver innovative solutions.
The main purpose of this notice is to help the Council scope requirements, understand market capability and assess level of interest. We would like to invite interested parties to email the Authority to express an interest to participate in this dialogue. An initial specification and brief of requirements can be requested from Blackpool Councils Procurement department by emailing procurement@blackpool.gov.uk

Your expression of interest MUST include details of your track record/experience in this arena and provide detailed examples of contracts for similar services.
Please provide this information in no more than 2 pages of A4 (4 sides) via email to procurement@blackpool.gov.uk with the subject heading “Response to Variable Message Signage PIN” no later than 12:00 noon Friday 8.3.2013. This information will form the basis of how the Council will choose the participants.
