The scope of the project covers all property and related assets owned or managed by the Council, currently numbering around 2 500 property assets. The Council utilises two separate instances of the current asset management system and seeks to consolidate these into a single system.
The initial contract will therefore be for the supply of software and licence for its use, data migration, implementation services and five years’ support and maintenance.
The Council is seeking a contract for the initial five years with an option to extend for up to a further five years, reviewable annually, based on performance and outcomes detailed in the Invitation to Tender (ITT).
The Council is seeking a site licence that will enable access to the system for a wide range of internal staff, contractors and building users. The licence should allow the Council to operate a production, test and training version of the system.
Wirral Borough Council will only consider awarding the contract to suppliers who are able to grant the Council a perpetual licence for the use of the supplier’s software.
The licence should also allow the council to utilise the system for mobile devices.

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.
