Nottingham City Council and Nottinghamshire County Council are jointly tendering for the supply of children’s residential care, enabling increased local placement capacity and greater choice for looked after children and young people, by commissioning ‘block contracts’ for a set number of ‘virtual’ children’s residential care placements.
Both Councils are pursuing the same objectives, therefore have decided to approach the market jointly. There will be separate contracts and placement matching processes for each local authority.
Lot 1: Nottinghamshire County Council are seeking to contract with 2 Providers, each to provide a minimum of 12 placements.
No less than 20 of these placements will be within the County boundaries, with at least half of the provision in the North of the County (Mansfield, Ashfield and Bassetlaw Districts).
Lot 2: Nottingham City Council are seeking to contract with two Providers, each to provide a minimum of 10 placements.
The placements must be within a 20 mile radius of Nottingham City Centre (measured from NG1 2BN), with at least half of these within the Greater Nottingham area.
Lot 3: Combined Bid
The Contracting Authorities do not wish to put unsustainable pressure on the local supply market. Therefore bidders will be allowed to make a combined bid for 2 Contracts, 1 from each Contracting Authority.

The County Council seeks to commission twenty four local residential placements for looked after children and young people:
The County Council are seeking to contract with 2 Providers, each to provide a minimum of 12 placements.
No less than twenty of these placements will be within the County boundaries, with at least half of the provision in the North of the County (Mansfield, Ashfield and Bassetlaw Districts).

The City Council are seeking to contract with 2 Providers, each to provide a minimum of 10 placements.

Bidders will be allowed to make a combined bid for 2 Contracts, 1 from each Contracting Authority.
The Contracting Authorities reserve the right not to award these lots. Providers will be required to contract separately with each authority.
Scaling up
The number of proposed placements included in the lots, has been set at less than the current demand. This includes provision for increased numbers of fostering placements in line with Council strategy. It does not however assume any increase in numbers of looked after children. If these factors change, and assuming that the stated objectives are achieved then the Contracting Authorities reserve the right to increase the minimum number of placements by up to a further 20 for lot 1 and up to a further eighteen for lot 2.

The County Council are seeking to contract with 2 Providers, each to provide a minimum of 12 placements.
No less than 20 of these placements will be within the County boundaries, with at least half of the provision in the North of the County (Mansfield, Ashfield and Bassetlaw Districts). Should the Contracting Authority deem it to be in the best interests of a young person to be placed at a distance greater than this, the provider is expected to consider appropriately matched vacancies across the whole of their estate.
