The Central Buying Consortium (CBC), the East Shires Purchasing Organisation (ESPO), the Improvement and Efficiency South East (iESE), the South West Centres of Excellence (SWCE), the North East Procurement Organisation (NEPO) and the Yorkshire Purchasing Organisation (YPO). Details of the membership of each of these bodies can be found in Section VI of this notice.
Whilst initially for use by local authorities and educational establishments the framework agreement will also be open to the entire public sector, other public bodies, such as the Police, Fire and Rescue Service, NHS Bodies and registered charities within the UK and to those Central Government departments and their agencies that wish to use it.

II.1.5)Short description of the contract or purchase(s)

The requirement of the Framework Agreement is for Suppliers to supply Domestic Electric & Gas Appliances (including small goods and water boilers) for Hampshire County Council, Local Authorities in partnership with Hampshire County Council, education establishments, Fire, Police and other non profit making institutions in Hampshire, and other members of the Central Buying Consortium (CBC) and their affiliates.
Before being invited to tender, suppliers will need to have successfully completed, and submitted via In-tend the Pre Qualification Questionnaire for the Supply of Domestic Electric & Gas Appliances (including small goods and water boilers).
The Framework will be let for an initial 3 year period with the option to extend by 1 further year to a maximum of 4 years.
It is envisaged that the award criteria to be used for this procurement will be 70 / 30, quality / cost. Further details, including the sub criteria, will be made available in the Invitation to Tender documents.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: In accordance with Articles 43 to 51 of Directive 2004/18/EC as amended by S.I. 2007/2157, 2009/2992, 2011/1441 and Regulation 23 of the Public Contracts Regulations 2006 as amended by “The Public Contracts (Amendment) Regulations 2009”, and as set out in the Pre-Qualification Questionnaire. Organisations are advised it is a condition of this contract that all managers and operatives (Including subcontractors) are suitably competent to execute all trades and operations encompassed by these Contracts in full compliance with UK legislation. Organisations interested in the opportunity should also review the Pre-Qualification documentation for more details regarding the conditions for participation.

III.2.2)Economic and financial ability

Information and formalities necessary for evaluating if the requirements are met: In accordance with Articles 43 to 51 of Directive 2004/18/EC as amended by S.I. 2007/2157, 2009/2992, 2011/1441; and Regulation 24 of the Public Contracts Regulations 2006 as amended by The Public Contracts (Amendment) Regulations 2009, and as set out in the Pre-Qualification documentation.
Minimum level(s) of standards possibly required: Organisations are advised that the following minimum
insurance levels are required:
Employer’s liability 10 000 000 GBP.
Public liability 10 000 000 GBP.
Product liability 10 000 000 GBP.
Motor Insurance 10 000 000 GBP (for any one occurrence or series of occurrences arising out of one event be not less than 10 000 000 GBP for injury or damage and unlimited for death).
Providers on the Framework will generally be limited to work to the value of one quarter of their annual turnover.
Note: Work may be awarded beyond this general limit, but the provider(s) will be subject to further financial risk assessment as part of the mini competition process.
To support the financial assessment, the Council will obtain a financial appraisal report from ‘N2Check’. The report provides the council with an overall Risk Score which will be used to assess the aplicants’ financial standing. If this information is not available from N2Check, a risk score obtained for your organisation will be assessed against the criteria as detailed below:
Score of between 0 and 25 = Fail.
Score of between 26 and 50 = Pass (this is subject to the provision of a suitable parent company guarantee or commitment to provide a performance bond if/when deemed appropriate). If either guarantee is unable to be provided a fail score will be recorded. Also note : a financial appraisal (using the same finacial appraisal and evaluation process) will be carried out on the Parent Company to assess their suitability to act as guarantor.
Score of 51 and Over = Pass.
