CONTRACT FOR THE PROVISION OF AN E-COMMERCE PLATFORM FOR NORTH YORKSHIRE COUNTY COUNCIL
Project Brief The Council wishes to award a contract for the provision of an e-commerce platform for North Yorkshire County Council for a contract period of 5 years. The e-commerce platform will be accessed through the current NYCC website offering customers of the Council the ability to select and pay for a range of goods, services and solutions on-line. The e-commerce platform will be hosted and fully maintained by the supplier or their approved contractor over the contract period. The provision of an e-commerce site is part of a larger change programme for NYCC, one strand of which is “I want to buy from the Council”. This application will be the underpinning solution to support “buying” from the Council High Level Solution Requirements The Council requires an established in-service solution that must • be able to hold a number of shops each relating to an individual business area or directorate of the Council, within each shop there should be a range of catalogues. The catalogues must be able to hold information on physical goods, (books, maps….) and display thumb nail images. Catalogues must also hold details of services being offered • be able to be used by staff handling telephone calls taking orders on behalf of customers. • be able to provide progress information to the customer once ordered. • either have a fulfilment management capability or be able to export the relevant information to allow the Council to manage fulfilment through other applications. The proposed solution must allow customers:- • to load goods and services (e.g. an application to buy a license) into a basket and subsequently pay. Specifically the Council holds 10,000 photographs in a database that will need to be held within one of the catalogues. • to have the choice of creating or not creating an account at the point of order and that account used thereafter. • to order services such as historical research and licences. Hosting The solution must contain robust, professionally managed and established hosting arrangements by either a third party, or if self-managed must be an established part of the supplier’s core business. The Budget The budget expectation for this solution is in the region of £100,000 over the full 5 year contract period. This figure may be influenced by turnover particularly if the second and third pricing method below is adopted. The Council may wish to consider a number of pricing options that could include the following: • 1 – a cost for the initial acquisition of the system followed by an annual hosting cost, or • 2 – a reduced initial cost for the core system plus an additional cost (charged quarterly) based on the volume of orders or % of turnover plus annual hosting charge, or • 3 – cost based totally on the volume of orders or % of turnover. Aim and Objective The aim and objective of this pre-qualification questionnaire is to identify a group of qualified organisations with which to progress to the tender stage. The ultimate award decision will be based upon assessment of the most economically advantageous tender, which will take account the price and quality of tender submissions. This will be evaluated against responses to questions detailed in the Invitation to Tender.
