Across the nine divisions, Translink employs approximately 3 900 employees over 60 locations in Northern Ireland and in each of the divisions, there are different terms and conditions of employment for the various clerical, management, engineering and operational roles.
Human Resources would like to implement a system to securely centralise all employee records (personnel data, absence, medical history, training / competency records, performance management etc.) and have flexible recruitment, workflow, self-service and reporting features.

Across the nine divisions, Translink employs approximately 3 900 employees over 60 locations in Northern Ireland and in each of the divisions, there are different terms and conditions of employment for the various clerical, management, engineering and operational roles.
Human Resources would like to implement a system to securely centralise all employee records (personnel data, absence, medical history, training / competency records, performance management etc.) and have flexible recruitment, workflow, self-service and reporting features.
It is expected that manual entry of data will be reduced as far as possible and that HR staff will spend less time producing ad-hoc reports in response to line managers. Self-service and reporting functionality capable of enabling line managers to manage their staff effectively on a day-to-day basis will therefore be a significant feature of the system.
The system must be scalable enough to support up to 5 000 total annual applicants. Whilst an intuitive on-line recruitment module should make it easier to candidates to apply for jobs, there is still a need to cater for traditional paper based applications.
There is a requirement for the system to integrate/interface with key business systems such as Payroll (3rd party hosted off-site) and Bus/Rail rostering system (3rd party hosted on-site). As a result, the HR system must be flexible enough to support a variety of distributed data sources.
It is anticipated the Contract commencement date will be Quarter 2 – 2013.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: Translink will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
