These goods shall be required in response to humanitarian emergencies. As such delivery, location, and quantity are unknown. Adherence to specification, availability and price are of paramount importance.
This framework agreement is for Humanitarian Relief Blankets. Including Seperate Lots for 50 % Wool and High Thermal Synthetic Blankets. The exact quantity and type of Blankets to be purchased will be defined through Mini Competition and a Call Down Contract.
Delivery location will also be defined at the Mini Competition stage and will usually be Dubai but could also be to the UK or to any Emergency anyhwere in the World.

It should be made to the specification stated in the IFRC Catalogue which is an open, un-restricted specification for use by any supplier or manufacturer.

This is a 50% Raised Wool Blanket manufactured using 50 % wool fibres +/-5%, 50 % other textile fibres, recycled fibres accepted. It should be Woven, dry raised both sides. It is a pass/fail requirement under section 3 of the PQQ that potential bidders must provide details of previous contracts to collectively demonstrate experience in the provision of 50 % Wool or High Thermal Synthetic Blankets to the IFRC Catalogue Specification. Contracts should have been performed for the UN or Multinational NGO’s during the past three years (from the date of issue of the Contract Notice). Failure to meet this requirement or to provide details of contracts performed during the period required will render its application ineligible for further consideration and its PQQ will not be evaluated. Other pass/fail requirements are the need for potential bidders to state their production capacity and to state the total number 50 % Wool or High Thermal Synthetic Blankets produced for customers over the past 3 years.

This tender is for non-exclusive framework agreements with multiple suppliers for humanitarian relief blankets. It will enable the UK Department for International Development to access relief blankets both in humanitarian emergency responses and in preparation for future responses.
Interested parties must complete the Pre-Qualification Questionnaire (PQQ) in order to be considered for pre-qualification for this tender.
In order to receive the PQQ document, interested parties must send an email to procurement@dfid.gov.uk no later than 21.1.2014 at 10:00 GMT. The subject line must state “Expression of Interest JI777A Blankets”.
