II.1.5)Short description of the contract or purchase(s)

In 2003 the Council initiated a Programme, to replace coal and oil fired boiler plant within its buildings with biomass fired systems. The Council has retrofitted biomass heating into over 60 sites, in addition to installing biomass heating into over 10 new-build sites.
The Council now wishes to extend the Programme to a further 15 – 20 sites around the county over the next two years, again replacing existing coal and oil fired boiler plants. Continued investment in renewable heating has been made possible by the Government’s Renewable Heat Incentive (RHI) scheme.
The Council is looking for a sole supplier to work with it to install these systems. The successful supplier will be able to demonstrate substantial experience within the field of biomass heating system design, supply and installation and be fully conversant with the current requirements of the RHI scheme. They and their products must also be able to meet the potential requirements of the proposals contained within the current RHI consultations. The supplier will be able to demonstrate extensive experience of retrofitting biomass systems into existing plant rooms and, in addition, demonstrate their ability and experience to supply and install fully containerised plant rooms. Understanding, and experience, of the planning and environmental regulations around biomass heating installations is also required.
The successful supplier will also be required to undertake the maintenance and repair of the systems installed under this tender for a period of 20-years, subject to review breaks every five years. This will include providing a first point of contact facility to the sites on a 24/7 basis, with the ability to attend the sites within four hours of notification of a problem.
