Description of the contract

Hampshire County Council invites applications from suitably qualified organisations who wish to be considered for selection to tender for the provision of an Online Construction Library Service. The Contract will commence on 31/05/2014 although the Council will need to pilot a live version of the successful Contractor’s proposed approach on 15/05/2014. The Contract will initially be for a period of 3 years with an option to extend for a further two years subject to satisfactory performance. The County service is seeking an easy way of accessing electronic documents relating to construction and Trading Standards technical publications across a broad range from organisations such as BSI, BRE, RIBA, Highways Agency, Department for Transport, CIRIA, Architects Journal, NBS, DCLG and many others. Typically, the County Council accesses approximately 2,500 different titles from around 200 different organisations over the space of a year. Any system, software or web portal will need to allow simultaneous access to data at any one time by 5 different people. Occasionally, the successful Contractor will need to provide expert advice and support to relevant Authorised Officers relating to service and information available as well as support on using the Contractor’s proposed approach for providing the service. How to apply

Hampshire County Council utilises an electronic tender management system called In-Tend and this is the preferred method for response to this project. Candidates not already registered will need to do so at the following website at https://in-tendhost.co.uk/hampshire/ by selecting ‘New User Registration’. Next click on the button on the left hand side called ‘Information for Suppliers’ to obtain access registration and tender documents for the relevant project. How to obtain the Tender Documents: The Tender Documents can be accessed when logged into In-Tend by selecting ‘View Details’ on the relevant tender advert and clicking the ‘Express Interest’ tab. Once in the tender there are five tabs – ‘Tender’, ‘ITT’, ‘Correspondence’, ‘Clarifications’ & ‘History’. Select the 2nd tab (ITT) where you will find useful information under ‘Tender Details’ continue to scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
