Description of the contract

The provision of a Library Management System (LMS) Software package and information systems together with Software and Technical support services. Expressions of interest are requested for a 1 year contract with a possible option to extend on an annual basis for up to a further 4 years. The LMS must be able to meet its outputs such as: Checking out, reserving and renewing books and serials for loan; Providing a searchable catalogue, Modifying the catalogue according to withdrawals and additions; Producing reports on book checkouts; Adding digital resources and information such as PDF reports and eBooks; Enable a catalogue searchable via the internet enabled devices. There are currently six hundred borrowers. Each borrower will require a library card with a barcode number to uniquely identify them. The LMS shall be an Internet hosted solution, installed on an externally hosted server owned by the LMS provider, and accessed from Defence Information Infrastructure Future (DII/F) User Access Devices (UADs) Only unclassified data shall be held and personal data shall be excluded. Library staff shall access administrator accounts. Technical support shall be wholly provided by the LMS provider. Dependant on the number of suppliers expressing an interest in this requirement there may be a need to issue a Pre Qualification Questionnaire to assist the Authority in down selecting those suppliers who will receive an ITT which will be no more than 6 suppliers. Suppliers must be accredited to ISO9001:2008 and MOD Terms and Conditions shall apply. It is the Authority’s intention to operate electronic trading by using Purchase to Payment (P2P) system.
