The Council is in the process of building a new Park & Ride facility at Tipner in Portsmouth, which will operate a high frequency bus service running during the day from the new Tipner Junction which is also under construction, onto the M275 bus lane, following the route below:
– Rudmore Roundabout,
– Mile End Road to Market Way,
– Edinburgh Road,
– Queen Street ending at the Hard.
As part of this development there is a requirement for 2 enforcement cameras to be installed to cover the existing bus lane on Mile End road and the new M275 bus lane.
The cameras are being placed in order to deter people from using the bus lanes and promote the sustainable transport objectives.
The cameras will be used to record instances of motorists that fail to adhere to the bus lane regulations and as a result will be issued with a Penalty Charge Notice (PCN) for this contravention.
The Park and Ride site will be open in April 2014 and therefore the Council requires that the camera be in place on the M275 by 31.3.2014; however the system is not required to be fully operational until the latest of July 2014 in line with the timetable published within the tender documentation.
In addition to the requirement outlined above, the Council may also have a need to purchase and place additional cameras throughout the city to promote correct usage of bus lanes and gates. This element of the project is yet to be approved; however any additional cameras will all need to link into the solution that is provided in response to this tender.

– 2x ANPR Department for Transport (DfT) approved cameras suitable for use affixed 6 or 8 metres above ground level and images to be produced that will allow for PCNs to be issued.
The 2 cameras must have the ability to use fibre optic and mobile/wireless communication capability
– A solution for the processor must connect with the Councils current infrastructure including Spur/SiDem which is the Councils case management software used to issue PCN’s.
The Council will consider an internally or externally hosted solution, however options for both would be desirable. It is the bidder’s responsibility to provide full information about how the proposed system would work.
For an externally hosted solution, as a minimum the bid must clearly show where the data will be held, how it will be held and the security factors to ensure adherence to Data protection laws.
Training will be required for named Council staff with regard to the use and support of the system. This will be initially at implementation and on-going though-out the contract for any upgrades.
– The system needs to work with the Council compiled white lists (the list of vehicles that are allowed to use the bus lane). This is to ensure that vehicles entitled to use the lane do not cause extra workload on review staff.
– A full maintenance agreement (without traffic management) will be required for both Cameras and processor solution.
– The contractor will be required to supply all hardware and software for their proposed solution. This must also include any additional requirements for a working interface with the Councils existing systems.
– The successful bidder will be required to implement a fully working system in conjunction with the Councils Information Service and parking department, and the existing contractor, Spur.
Phase 2:
The Council reserves the right to be able to purchase additional cameras at a later date for bus lanes and gate enforcement subject to approval. These cameras should be of the specification required at the time and have the option to be hardwired or access mobile communication.
Estimated value excluding VAT:
Range: between 340 000 and 700 000 GBP
Description of these options: The contract will be for a period of 5 years with the option to extend in annual increments to a maximum of 10 years based on performance and agreement by both parties.
