Description of the goods or services requiredDumfries and Galloway College is seeking to appoint a suitable Contractor to supply, implement, maintain and support an efficient Human Resources (HR) System that shall meet the requirements as set out in the tender document. The College wishes to have the functionality for managers/staff to use Employee Self Service (ESS) and Manager Self-service (MSS) for routine record amendment and authorisation e.g. holidays, timesheet submission for payment, training request, updating personal details, expenses and sickness recording. The College will require archiving of records for leavers and some spare capacity in the system for growth. At the beginning of academic sessions (and semesters) there may be a requirement to recruit fixed term teaching staff and the development of a talent pool is proposed. The contract shall include supply, implementation, maintenance support, training and all associated services for an efficient HR System that meets the requirements of the College as set out in the tender document. The system shall be hosted internally by the College. NOTE: The authority is using PCS-Tender to carry out this procurement process. All tenderers must submit a response via the PCS-T system by the closing date and time. Late responses may not be accepted. Clarification questions must be submitted by 5pm on 6 May 2014. APUC Ltd on behalf of the College shall respond to submitted questions by 5pm on 9 May 2014. Following the written evaluation of bids, the College shall invite a shortlist of bidders to provide a demonstration of their system.
