Section II: Object of the contract
Main site or location of works, place of delivery or of performance: The main place of performance will be First Wessex Housing Association property portfolio and depots located in Hampshire (Portsmouth and Eastleigh) and Surrey (Aldershot).

Working closely with residents and surrounding communities to ensure they deliver high quality homes and services. First Wessex manage and maintain around 20,500 affordable homes for rent or purchase and currently develop in excess of 300 new homes each year. First Wessex Housing is regulated by the Homes and Communities Agency
First Wessex is seeking expressions of interest from suitably experienced and qualified supplier’s who can support it in providing all materials required to support its property repairs and void requirements.

The tender opportunity is divided in to 5 separate Lots all with a start date of November 2013 for initial duration 5 years with an option to extend for a further 3 years. There are five separate Lots: Lot 1 General building Materials. Lot 2 Electrical Supplies. Lot 3 Gas Supplies. Lot 4 Hire Plant and Lot 5 Aids and Adaptations Supplies.
Suppliers may apply for one or more Lots and the award criteria will be based on the Most Effective Advantageous Tender considering all suppliers proposals across the individual Lots and across all Lots
Successful Suppliers for each Lot must evidence that they have the ability and capability to supply all categories detailed in each Lot and are able to interface with Clients current ICT business communication solution – ‘Orchards Mobile Working Solution’.

Tenders may be submitted for one or more lots
1. The supply and retention of all materials for property maintenance held at the supplier’s premises.
2. The requirement for agreements with third party suppliers for the supply, collection / delivery of materials not provided by successful supplier.
3. Ability to interface with Clients current ICT business communication solution – ‘Orchards Mobile Working Solution’.
4. The supply, management, replenishment and monitoring of impress van stocked materials.
5. The supply and delivery of materials to specified addresses.
6. Resource and maintain Clients three depots located at Portsmouth, Eastleigh and Aldershot. (Lot 1 Only)
7. Provision of integrated electronic management systems including but not limited to:
a. Barcoding.
b. Stock management.
c. Real time communication.
d. Materials logistical management information solution.
Estimated total spend exclusive of value added tax per year circa GBP 5 m (circa GBP 40 m over full contract period including extensions).

Description of these options: The contract in respect of each Lot will include a unilateral and discretionary option for the Client to extend the initial term of the contract (being for a period of 60 months) by an option to extend annually thereafter for a maximum up to a 36 further months.
