Section II: Object of the contract

The Council is looking for a Solution that will include:
— the provision of a web content management system;
— the ability to create and manage online forms;
— the ability to integrate third party internally or externally hosted software into the websites; and
— an architecture compatible with the Councils technical infrastructure, as the Council requires the Solution to be hosted internally.
The Council is also interested in:
— website search functionality;
— any local authority specific modules for managing Content such as councillor information or meeting minutes;
— any solutions for scanning in paper based forms; and
— the ability to integrate the Solution with the Councils eDRM.
The Council requires a like-for-like replacement of the design and content from all the websites detailed in the Tender Documentation. This will include;
— installation and configuration of the web CMS environment and infrastructure;
— development of all web page structures and navigation;
— development of all website templates;
— migration of all content into the Solution; and
— training and skills transfer as required to allow the Council to use, administer, develop and support the Solution.
Please note that the redesign of any of the websites is not within the scope of this project. The Council is looking for an initial contract period of three years, with options to extend on an annual basis for up to a total of ten years.
