The supplier must have a technical infrastructure to provide high-level support for these broadcast-critical data feeds. The data feed has to carry a wide range of data sets from financial markets and stock market index providers around the world; the range of required data set is similar but not limited to the data displayed on this section of the BBC News website.

Minimum level(s) of standards possibly required: Suppliers with a turnover of less than £1,200,000 will not be considered for this project.
The BBC will evaluate technical ability/financial standing of the bidders in accordance with Articles 45 to 52 of Directive 2004/18/EC and Regulations 23 to 25 of the Public Contracts Regulations 2006, and a detailed explanation of the evaluation methodology and minimum criteria to be satisfied are set out in the Pre-Qualification Questionnaire.

– Must have insurance for the following amounts and risks or have written confirmation from an insurer or broker that insurance for the following amounts and risks is available to the Applicant on normal commercial terms at normal commercial rates:
£5m compensation insurance cover for employers’ liability/workers insurance
£1m insurance cover for professional indemnity/errors or omissions
£3m insurance cover for public/general liability
– Market Data Sets:
Potential suppliers (as a minimum) must be ready to supply all of the following stock market indexes – UKFTSE, US Dow Jow Jones, US Nasdaq, Paris Cac40, Frankfurt Dax – and at least 95% of the other required stock markets.
Suppliers must also be ready to supply data for all of the following currencies – UK Sterling, US Dollar, Euro – and at least 95% of the remaining currency data.
Section IV: Procedure

Additional information about electronic auction: The BBC may carry out an electronic reverse auction if appropriate, and where applicable, tenderers will be informed in due course.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
