The system must be accessible to all University students and staff.
The solution must provide web-based tools for creating, editing and uploading multimedia resources from anywhere in the world via the internet. Content must be accessible on-demand by internal and external audiences in appropriate formats from all major desktop, tablet and mobile devices. The ability to restrict content to specific users, groups or channels is essential.
It must integrate with the Blackboard Virtual Learning Environment and provide controlled access to content by the course cohort.
It must cater for publication of content to other internal and external channels including university websites, a new Campus YouTube, iTunesU and YouTube EDU.
The ability to bulk migrate audio and video assets from existing university systems will also be required as part of the implementation.
Hosted or on-premise solutions will be considered, however any external hosting option must be in UK or EU data centres. The solution must be capable of expanding to accommodate growth in the volume of assets.
Professional services are also required to support implementation of the system.

Duration of contract:
Software license, maintenance and support services are required for an initial 3 year term with an option to extend for a further 2 years if the University so chooses.
Contracts including a hosting element are for an initial 3 year term with an option to extend for a further 2 years. An annual review of asset growth and bandwidth usage is required, with an option to export a proportion of the assets to local storage if the University so chooses.

Section III: Legal, economic, financial and technical information
The University will consider expressions of interest and completed Pre-qualification questionnaires from suppliers and partnerships that are suitably qualified, skilled and experienced providers with a track record and a solution that will meet our expectations.
We would expect software and professional service suppliers to make their own choice of Main Bidder who will take full responsibility for the delivery and implementation.
Our preference is for a combined approach with software supply and professional services together although we will consider splitting software supply from professional services if appropriate.
Where partnerships are proposed, the main bidder should be clearly identified. The PQQ response should be completed by both parties and the proposed partnership arrangements outlined.

3. Enter the user and business details requested and click Next

5. Click Next again to confirm the contact details and move to the next screen
6. Check all registration details are correct and click Register my Details
7. You will receive an email with your user and password details
8. Return to the website and click Login. Enter your details and click Login
9. Click the Current Tenders link and then Show All Tenders
10. To express an interest, click on the relevant tender and then on Express Interest
11. You will receive an email shortly afterwards to confirm that your expression of interest has been received and that the documents are now available to view on the system.
12. Click on the link provided to re-enter the In-Tend site, click on My Tenders, then View Tender Details, then View Documents.
