Renfrewshire Council have a requirement to procure a system for the billing and collection of Non-Domestic Rates as a replacement for the in-house system currently in use. The system must conform to Scottish Non-Domestic Rates legislation from the outset and be maintained in line with future legislation changes. The system will be used to administer the billing and collection of rates for both Renfrewshire Council and East Renfrewshire Council properties. There is a requirement to be able to produce management information separately relating to each authority.
The replacement system must be capable of interfacing with, amongst others, the council’s creditors system, the Valuation Joint Board (Assessors) and collection agents. Collection of rates income must be possible by Direct Debit via the system.
Renfrewshire Council intends to have the system fully operational during the third quarter of 2015.
