Liverpool Mutual Homes is looking to award two frameworks of providers in order to streamline the recruitment process, procurement process, and reduce costs. The award of contract will not constitute a guarantee of any level of business. As the evaluation criteria is specific and precise enough to warrant direct award, Liverpool Mutual Homes envisages going to the top ranked supplier for all agency staff and to the next ranked supplier if the first supplier does not have the capacity to provide the Agency Staff at the time of request and so on.
The contract is split into 2 x lots – General Housing Agency Staff and Specialist ICT Agency Staff.
Lot 1 – General Housing Agency Staff.
Typical roles that LMH would require from successful framework providers would be as follows:
Discipline Discipline.
Administration Maintenance/Stock Surveyor.
Data Entry Project Management.
Customer Service (Call Centre and Front Facing roles) Secretarial & PA.
Surveyors Department Managerial.
Finance (Qualified) Customer Liaison Officers.

Typical roles that HMS would require from successful framework providers would be as follows:

Lot 2 – Specialist ICT Staff.
LMH ICT has recently undergone massive internal changes. The ICT function is now totally managed in-house. Due to this, we have an occasional requirement for specialist ICT staff for example; Infrastructure Engineers, Technical Engineers, Architects Engineers, Application Support, Network Engineers etc. LMH would like to set-up a specialist independent framework of providers to cover such ICT staff.

The two framework contracts will be in place for a period of 3 years with the view to a potential extension for 1 year thereafter, based on the spend analysis, spupplier performance and internal objectives.
Although Liverpool Mutual Homes will provide no guarantee of value or volume in this contract, baseline research undertaken by Liverpool Mutual Homes has identified an estimated 400 000 GBP to 600 000 GBP spend on services from a range of recruitment agencies during the period 1.11.2010 to 31.10.2011.

Description of particular conditions: Professional Standing Information – all questions must be answered and any violation of the questions must be expalined. Failure to do so will result in a fail. Providers must also provide a certificate in relation Regulation 23 (1).
Financial and Insurance Information – as per PQQ instruction document but providers must have a turnover of 4 x the contract value. Also, providers must provide; turnover information, bank reference permission or satisfactory insurance information and thresholds will result in exclusion from the process.
LMH will also conduct a independent financial assessment and if you are viewed as a risk you will be written to and if you fail to provide a satiffactory response you will be excluded from the process.
