(a) To provide a wide range of general building materials to enable the Authority’s direct labour workforce to obtain materials on demand and in a cost effective manner, for the execution of repair works to our property portfolio.
(b) To provide a storage and distribution service for goods purchased from nominated third party suppliers, to be used by both our own workforce and nominated contractors in the execution of major works programmes to our housing stock.
The Authority currently operate a mobile workforce and while our vehicles do hold a small level of stock, normal practice is for operatives to collect materials to undertake their daily workload as and when required from suppliers. Our operatives are required to undertake responsive emergency and urgent repair requests. The collection of material will need to be undertaken in a cost effective manner and the availability of materials on an ongoing basis will be essential to the performance of the contract.
Our workforce operates from 3 regional depots, which are situated in the following locations within Carmarthenshire: –
— Trostre, Llanelli,
— Johnstown, Carmarthen,
— Glanamman, Ammanford.

It is difficult to specify the exact quantities that will be required throughout the contract, as this will be dependent upon our annual workload. The Council cannot commit to a stated quantity of goods or value of expenditure; however, past experience suggests that countywide, annual expenditure will be approximately GBP750K.

The Authority will require suppliers to conduct business electronically and as such suppliers will be required to develop and maintain contract specific electronic catalogues incorporating BASDA .xml file schema, as agreed with the Authority, upon receiving notification of contract award. The format of the electronic catalogue will be issued as part of the invitation to tender process.
The Authority will not accept any supplier who is unable to comply with the requirement to provide and maintain electronic catalogue content in the specific format as above prior to contract award.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Through the major investment programme currently being undertaken in Carmarthenshire through the Carmarthenshire Home Standard (CHS) and the Modernising Education Programme (MEP) via other Frameworks the Authority currently have major opportunity to ensure that sufficient numbers of apprenticeships are delivered through the appointed contractors in order to leave a legacy for the future from these programmes over and above the physical improvements.
It will be anticipated that training opportunities will be developed with the successful suppliers from this Contract.
The winning suppliers will be expected to participate in this programme by means of accommodating the trainees within a Stores Environment.
