Supply of Building materials to Housing plus Group Ltd, its operating subsidiaries and strategic partner organisations, on a call off basis, including the supply of general building materials, electrical accessories, decorating materials. kitchens units and bathroom suites, hire of small plant, skips etc, provision of dedicated storage and distribution facilities, provision of personal protective equipment, branded workwear, provision, monitoring and replacement of van stocks to more than 30 plus vehicles, provision, maintenance and periodic inspection of tool kits to 35 plus operatives, The annual value of the purchases is envisaged from 900 000 GBP to 1 200 000 GBP at 2012 price levels.
Housing Plus group Ltd reservce the right to withdraw from this procurement procedure at any time without awarding a contract or to award a part or element of the Contract. Bidders are to be responsible for the costs and expenses they incur as aresult of participating in this procurement process.

The Contracting Authority envisages that the supply Contract will be let for the initial five year term subject to annual performance and price review, with an option to extend the Contract by one or more extensions up to a further period of 5 years.
In any event year on year continuance of the Contract from commencement will be dependant upon satisafctory performance by the Supplier. Extension of the Contract beyond the initial five tear period will be entirely discrtionary to the Contracting Authority. The Contract will also conatin a break provision that may be exercised by either party subject to the giving of the period of notice stipulated in the Contract.

Description of these options: The Contract will be subject to regular monthly, quarterly and annual performance reviews including an annual price review. The Authority reserves the right to withdraw from this procurement procedure at anytime without awarding a contract. Economic Operators shall be responsible for the costs and expenses they incur as a result of participating in this procurement process. The Authority and or its advisors shall not be liable for and will not pay any costs in respect of the preparation of any pre-qualification or subsequent tender submission of any applicant or bidder whether they are successful or unsuccessful.
This shall equally apply in the event that the procurement process is postponed, cancelled or abandoned by the Authority at any stage and for whatever reason. Economic Operators shall be deemed to have unequivocally accepted this as a condition precedent to participation in this procurement process.
All expressions of interest and requests for the Questionnaire must be made via email to the point of contact indicated in Annex A.

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2006 (SI 2006 No 5) (as amended) provide for aggrieved parties who have been harmed or are at risk to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 3 months. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Contracting authority to amend any document and may award damages. If the Contract has been entered into the Court may only award damages or, where the contract award procedutres have not been followed correctly, declare the contract to be “in effective”.
