II.1.5)Short description of the contract or purchase(s):

Materials Procurement Strategy – Supply of Electrical Consumable Items
The contracting entity requests expressions of interest for a collection of Framework Agreements for the supply of electrical consumable items
The contracts will cover the generic and specific supply of electrical consumables items to the contracting entity.
The supply of items will provided under 2 distinct lots as follows:-
Lot 1 – The supplier(s) will make available and supply electrical consumables items from their general availability business to business internet catalogue at prices or discounts to be agreed
Lot 2 – The supplier(s) will provide specific items as requested by the contracting entity from time to time, charged at an agreed cost price (to be agreed for each requirement) plus an agreed handling percentage (fixed for duration of the contract).
Both Lots will be structured as multi-provider framework agreements.
Suppliers may submit proposals for 1 or both Lots. Each Lot shall be priced separately. Tenders for more than 1 Lot may offer discounts and such discounts will be considered in the comparison of tenders. Individual Lots cannot be split and tender submissions for parts of lots will not be accepted.
It is intended that a maximum of 3 candidates, if suitable, will be awarded a framework agreement per lot and that up to a maximum of 7 suppliers will be invited to tender per lot.
Individual Companies, Consortia or Joint Ventures are invited to register their interest in tendering.
The proposed procurement timetable will be set out in the pre-qualification questionnaire.
The estimated breakdown of the total values for the entire duration of the framework agreement between the 2 lots are:-
Lot 1 – Range between GBP 3,500,000 and GBP 7,000,000
Lot 2 – Range between GBP 1,500,000 and GBP 3,000,000

III.1.1)Deposits and guarantees required:

A bankers bond guaranteeing performance of the contract and / or an Ultimate Holding Company Guarantee may be required. Details will be given in the Invitation to Tender document.

Payment will be in pounds sterling and will normally be made by means of electronic funds transfer. Full details will be contained in the Invitation to Tender document.

No special legal form is required but in the event of a group of contractors submitting an acceptable offer it will be necessary to provide an undertaking that each company will be jointly and severally responsible for the due performance of the contract. In the event that an expression of interest is submitted by a group of contractors as a single entity or group prior to contract, details of each member of the group shall be provided together with identification of the “lead”contractor.
Information relating to economic and financial capacity and technical capacity shall be submitted for each group member. Further details are included in the Pre-Qualification Questionnaire and will also be contained in the Invitation to Tender document.
In the event that tenders are invited from a group of contractors, no amendment to or substitution of any member of the group will be permitted unless with the prior approval of the Contracting Entity.
