Description of the goods or services required

Renfrewshire Council has a requirement to purchase 178nr External Timber Doorsets with a 60 minute fire rating (FD60) and 70nr Internal Timber Doorsets with Fanlights for a refurbishment project within the Renfrewshire area.

The contract will be tendered in two Lots. One Lot for the External 60 Minute Fire Rated Timber Doorsets and one Lot for the Internal Timber Doorsets with Fanlights. Suppliers may bid for one or both Lots.

The successful supplier(s) will be responsible for visiting the site to take manufacturing sizes.

Each Lot will be evaluated and awarded individually.

Total quantity or scope of tender

Lot 1 – 178nr 60 minute fire rated Timber Doorsets (FD60) with engineered timber core door leaf, 6 panel design with two top panels glazed, pre-hung in FD60 hardwood capped door frame and supplied complete with all ironmongery.

Lot 2 – 70nr Internal Timber Doorsets with Glazed Fanlights supplied complete with emergency release ironmongery.

Tenderers should note that the actual quantities ordered may vary due to budgetary constraints therefore Renfrewshire Council accepts no liability should the total quantities ordered vary from those stated previously. No claims for additional costs, direct loss or expense will be allowed.

3 Conditions for Participation

3.1

Minimum standards and qualification required

There is no pre-qualification stage. All contractors will be able to submit a tender.

The evaluation of tenderers shall be based upon the most economically advantageous offer received. The evaluation of tenders received shall be in two stages:

Stage One: Bid Selection

Stage Two: Award

All tenderers must pass stage one (bid selection) in order to proceed to stage two (award).

Stage one of the evaluation shall be based upon the undernoted bid selection criteria (but not necessarily in the order stated):-

(1) Eligibility to Contract – Tenderers will be required to confirm that none of the criteria in respect to Regulation 23 (Criteria for the rejection of economic operators) of the Public Contracts (Scotland) Regulations apply.

(2) Capacity to Contract – Tenderers must evidence ability to service the Contract by providing a statement as to how they anticipate, with their current workforce, their company will be able to manage this contract in addition to their existing contracts.

(3) Financial Stability – Tenderers must evidence a good credit rating, Dunn & Bradstreet Failure Score of 20 or above. Where the Tenderer is under no obligation to publish accounts and therefore does not have a D&B Failure Score or equivalent rating, they must provide their audited financial accounts for the previous 2 years as part of their Tender Submission in order that the Council may assess these to determine the suitability of the Tenderer to undertake a contract or contracts of this size. Where the Tenderer is a subsidiary of a group but is applying as a separate legal entity and fails to meet the minimum D&B Failure Score as a company, a parent company or bank guarantee may be required to allow progression to stage two of the evaluation. The parent company must meet the minimum financial requirements as assessed by the Council. The parent company or bank guarantee will be in the form provided in the Tender Documentation. Where a consortium bid is received, the D&B Failure Score of each consortium member shall be assessed.

(4) Adequate Insurance Provision – Tenderers must evidence the following insurance provision being in place or provide confirmation that in the event of success in the tender process, the following insurance provision will be put in place:

Employer’s Liability – minimum indemnity limit of £5m;

Third Party /Products Liability – minimum indemnity limit of £1m;

Motor vehicle insurance will be required as applied under the Road Traffic Acts (as amended)- minimum indemnity limit of £5m.

(5) Compliance with all relevant statutory obligations (e.g. Equal Opportunities etc) – Tenderers must provide a statement of compliance with relevant statutory obligations. Tenderers will also be required to provide their up to date Equalities Policy.

(6) Environmental Management Policies, Systems & Practices – Tenderers must provide details of any accredited Environmental Management System in place within their organisation.

(7) Suitable Health & Safety policies & practices – Tenderers must evidence robust health and safety policies and processes in operation. Tenderers will also be required to provide their up to date Health & Safety Policy.

(8) Quality management policy, process and procedures – Tenderers must provide a detailed and robust Quality policy or details a quality accreditation.

(9) Suitable complaints procedure & escalation points – Tenderers must provide a detailed and robust complaint procedure and evidence contact details for the proposed manager together with escalation points within the organisation.

(10) Experience / Track Record / References – Tenderers should be able to demonstrate that they have provided a similar service of a similar size and nature to other local authorities/public bodies or other organisations. Tenderers must provide details of Contracts which they have carried out for other organisations within the last 3 years, in particular work which has resulted in the reduction of costs. The Council reserves the right to contact all or any of these organisations for reference purposes.

(11) Subcontractors – Tenderers are required to state if they intend to use any sub-contractors or external agencies in the execution of this contract.

(12) Compliance with Conditions of Contract – Tenderers must confirm compliance or qualifications proposed must be deemed acceptable by the Council.

(13) Compliance with Specification – Tenderers must confirm compliance to specification.

(14) Completeness of Submission – Tender Submissions must be fully complete to enable a full and detailed evaluation of all components of the bid to be undertaken.

Where the Council requires to exercise its discretion by applying a minimum standard to any of the above Bid Selection criteria, any submission made shall be measured against the standard required of a skilled, competent and experienced contractor sufficient for the purposes of fulfilling the requirements of the Contract.

Clarification may be sought from tenderers in order to determine whether their tender is complete, compliant and meet the minimum requirements of the Bid Selection criteria.

Following stage one of the evaluation, firms meeting the Bid Selection criteria shall be shortlisted to progress to stage two of the evaluation. The stage two evaluation will be based upon the undernoted Award criteria

Price – 85%

Quality – 15%

The quality evaluation will be broken down as follows;

Lead in time – 7.5%

Rate of Supply – 7.5%

Tenderers should note that each Lot will be evaluated on its own merits and awarded to the supplier who has been identified as the most economically advantageous for that Lot.
