Devon County Council is seeking to procure a Highways Management System to provide comprehensive information, data processing and data integration for the delivery of highways, maintenance and customer services.
This procurement forms part of wider business change programmes which aim to bring about significant and measurable benefits and savings in the management and delivery of highways management and maintenance efficiency to the citizens of Devon.

Devon County Council is seeking to procure a Highways Management System to provide comprehensive information, data processing and data integration for the delivery of highways, maintenance and customer services.
This procurement forms part of wider business change programmes which aim to bring about significant and measurable benefits and savings in the management and delivery of highways management and maintenance efficiency to the citizens of Devon.
The key objectives of this procurement are:
— To implement an integrated software solution to support highways management throughout the Council, to replace the systems and processes that are currently in use;
— To fulfil current and future statutory obligations and compliance in a timely manner.
— To continuously improve the Highways Service leading to direct benefits for the people of Devon by allowing efficient ways of working through total system integration and mobile working.
— To provide access to highways systems for citizens, partners and staff alike through web technology.
— To provide all system data as open data to enable access to real time and dynamic data for monitoring and managing the Highways services using any mobile device.
— To provide flexibility by supplying tools such as APIs/interconnects to integrate with internal and external systems and applications.
— To identify business change and best practice to ensure ongoing and cost effective system development.
Any contract awarded as a result of this procurement process will be for an Integrated Highways Management System, associated implementation including integration of sub systems and ongoing support and maintenance services. Tenderers must have the ability, directly or indirectly to fulfil all of these core goods and services requirements. Any tender that does not have the capability of providing the software, implementation services, integration services and ongoing support and maintenance services will be excluded.
This Programme is intended to implement Solutions for Devon County Council which are configured, hosted and facilitated by the Supplier.
