Description of the contract

This tender is for the purchase of market data and the development of a nutrient dataset for the catering sector to support the Public Health Responsibility Deal , which was launched by the Secretary of State in March 2011. The aim of which is to work in partnership with business and the voluntary sector to bring about sustained behaviour change and greater availability of healthier options that will help to improve public health. The provision of market data in the form of a market analysis report and a detailed breakdown of the raw data which will then form the basis of the dataset; 15) The objectives of the market data are to: • Obtain appropriate catering market data to form the basis of the nutrient database. This should: – be representative of the England population. However, UK would be acceptable in lieu of suitable England only data assuming key differences in the regions can be identified; – ideally represent the market or purchase patterns from all commercial catering businesses, including large multiples, small and micro businesses and where possible staff catering; – consist of a range of market measures/metrics (see paragraph 9) that accurately represent the market; – be consistent with the time period the nutrient data was collected; and – be replicable to allow updates through the acquisition of future market data. • Achieve a greater understanding of the catering market to inform policy work with caterers and decide the focus and content of the dataset through the production of a market analysis paper. This should include modelling and statistical analysis of the most recent market data to produce an overview of the catering market; segmented by size, sub-sectors, brand/holding company and foods types. It is envisaged that this will be presented in a written report, which also details methodology for market data collection, analysis and data limitations. • Assemble and format raw market data for use in the development of the nutrient database. The contractor will need to work cooperatively with DH officials, the IT database developers and other contractor if applicable to ensure: – the data is categorised and formatted in a way that allows the nutrient information to be amalgamated; – the format is also suitable for transfer into the IT database; – that a stringent quality control plan is in place that sets out the checks that will be carried out on the data and expected accuracy and statistics on the market data coverage.
