Supply of Network Validation Loggers

Supply of Network Validation Loggers

To achieve this monitoring and control equipment will be installed at strategic sites. For the avoidance of doubt the control element is outside of this project, however the loggers must be compatible with the control and associated systems either directly or through some form of non-proprietary middleware.

Introduction
Each year NGN validates its gas networks to ensure continuity of supply; this work is carried out using the SynerGEE application which bases its analyses using demand and pressure information.
In order that accurate modelling can be carried out site specific pressure profiles are required. The pressure profiles are determined by installing logging equipment at pre-determined points within the NGN network and periodically taking pressure readings.
The sites are selected annually from over 2 000 locations depending upon the networks that are scheduled to be validated.
At each site the pressure readings are taken by manually downloading data from each of the loggers. This has been traditionally carried out by NGN’s network maintenance engineers.
It is proposed that all future loggers have the ability to communicate remotely to a central location thereby negating the need for site visits.
The Project – Background Information
It is NGN’s aim that the entire < 7-bar gas network is monitored remotely and in some sub networks actually controlled from a central location. The objective of monitoring and controlling remotely is to provide continuity of supply at the lowest operating pressure and thereby minimising the quantity of leakage.
To achieve this monitoring and control equipment will be installed at strategic sites. For the avoidance of doubt the control element is outside of this project however the loggers must be compatible with the control and associated systems either directly or through some form of non-proprietary middleware.
To this aim NGN will fit or replace on or around 1 600 loggers over the next 3 years beginning in 2013.
Operational High Level Requirement
The works will comprise of the provision of up to 1 600 loggers over 3 years.
A brief technical description of the type and extent of the device is detailed below in the project scope.
The first batch of 500-700 loggers must be available no later than September 2013
A Network Logger is a device that NGN use for measuring gas pressures or other variable for example temperature, at strategic locations including, but not restricted to, network extremities and governor stations.
Equipment Requirements
The logger is a critical device for accurately measuring pressures at varying times throughout the network and assisting NGN minimise average system pressures and maintaining continuity of supply.
The Logger will be fit for use in potentially gaseous atmospheres and compliant with all relevant safety and intrinsically safe accreditation. Note: Zone 0 covers most area.
The Logger will be continually accurate with sufficient battery life to fulfil its requirements, for example sending variable readings every 10 mins min for 5 years.
The Logger will require minimum maintenance limited to 1 calibration check per annum which can be carried out by NGN in-house. The supplier to provide all calibration procedures.
The Logger will synchronise with NGN’s PMRS systems without the reliance on proprietary software applications
The logger will communicate timely and accurately using the most cost effective means and the communications mode and costs will provide a minimum of 5-years contact. The mode must be of a standard nature and not restricted to unique service provider product.
Technical specification
The main criteria to be met here is the accurate and timely measurement of pressure. Important are
— 0-100 mbar,
— Minimum drift <= 2% accuracy i.e. 2mbar,
— Repeatability,
— -20 deg C to +50 deg C,
— Variable frequency for data minimum every 10 mins.
Up to 700 units must be supplied by the end of November 2013.
Estimated value excluding VAT
Range: between 1 500 000 and 2 500 000 GBP
