APUC Ltd is seeking to appoint Contractors for supply and delivery of print books to the higher education (HE) Institutions and further education (FE) Institutions, in Scotland together with the National Library of Scotland and the National Museums of Scotland, under the auspices of The Scottish Confederation of University and Research Libraries (SCURL).

II.2.1)Total quantity or scope:

The purpose of this tender is to award a Framework Agreement for the supply and delivery of print books and Standing Orders to the libraries of Colleges and Universities in Scotland.
Some departmental textbooks may be ordered from the Contractors appointed to the Framework Agreement.
APUC Ltd and member institutions wish to encourage efficient ordering practices and workflows.
APUC Ltd acting for itself and the Institutions and affiliated bodies in Scotland, including any new and successor Institutions will be able to access and call from the Framework Agreement. It is envisaged that there may be some restructuring of Institutions within the sector, with the possibility that some Institutions will merge. Details of the current known universities and colleges are provided in the tender documents.
Print books include English language books, Gaelic language books and other non-English language books – consisting of textbooks and monograph publications in print form. There may be a requirement for other formats, including microforms, CDs and DVDs. The Institution may opt to purchase second hand material throughout the period of Framework Agreement.
Also in scope is the supply of English Language Standing Orders – consisting of series of annual or less frequent publications, or irregular frequency, or multi-volume works issued over a period of time.
Services delivered will be though an online platform.
Processing of books is also required to suit the bibliographic needs of the member institutions.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(4) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(5) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(6) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.

Note: if this information is not available in an audited format please provide an end of period balance sheet or make the response specified in option (c) below;

If you are unable to provide the information requested above, please provide additional information and documentation that will give the Authority the assurance that you are capable of carrying out any subsequent awarded contract. For example, a statement of your organisation’s cash flow forecast for the current year and a letter from your bank outlining the current cash and credit position or other alternative means of demonstrating financial standing.
For example provide a statement explaining why the organisation was not in net profit after tax in either of the reported financial years.
In the event that analysis of your financial position determines that additional measures are necessary in order to provide adequate assurance of financial strength, you may or may not be required to provide either a parent company guarantee or a bank guarantee.
Non-provision of such evidence to a satisfactory standard will be deemed to be a failure to meet minimum standards of economic and financial standing and Tenderers will be eliminated from the tendering process.

The Institutions often have multi-site facilities. Tenderers must provide evidence to demonstrate experience with multi-site supply, to varying delivery addresses with multiple contacts within the previous 3 years.
Tenderers must be able to service all areas of Scotland.
Tenderers must operate an up to date online platform which can be used for ordering.
