Leeds City Council is seeking tenders for the supply and maintenance of a Telecare Alarm Receiving Centre Solution including support and maintenance, training and associated professional services which will enable the Councils Telecare Service to continuously monitor telecare community alarm equipment.

Tenderers must offer an existing and mature Telecare Alarm Receiving Centre Solution which will require minimal or no additional development to meet the Council’s requirements, although a period of configuration and mobilisation of the proposed Solution is expected and accepted. We do not wish to procure a Telecare Alarm Receiving Centre Solution which will require an extensive design and development phase to meet the specification of requirements before it can be deployed.

II.2.4)Description of the procurement:

The Council is seeking tenders for the provision of a Hosted Digital Telecare Alarm Receiving Centre Solution from a single contractor. The solution must as a minimum include:

• hosted digital telecare alarm receiving centre solution,

• implementation services (Project Management, Data Migration, Training),

• configuration services,

• integration services,

• ongoing support and maintenance services,

• solution development and customisation,

• software/hardware upgrades.

Tenderers must offer an existing and mature Telecare Alarm Receiving Centre Solution which will require minimal or no additional development to meet the Council’s requirements, although a period of configuration and mobilisation of the proposed solution is expected and accepted. The Council does not wish to procure a Telecare Alarm Receiving Centre Solution which will require an extensive design and development phase to meet the specification of requirements before it can be deployed.

The Councils current Telecare Alarm Receiving Centre Solution is used by approximately 21 Response Centre Operators, 21 mobile responders and five managers.

The Telecare Service currently supports approximately 7 000 customers made up of 3 500 on analogue connections, 3 000 on digital IP connections, 125 local authority schemes made up of 3 766 individual local authority properties and 685 housing association shelter customers.
