III.1)Conditions for participation

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions:

Economic operators should only apply if they have a testing kit, technology or device designed, manufactured and available for sale. The contracting authority wishes to consider device manufacturers or those with direct access to a manufactured device only. Economic operators must participate in an independent laboratory evaluation of their device and be willing for the results to be published publicly. Public Health England and the National Institute for biological standards and control will operate the independent evaluation on behalf of the contracting authority. Any kits, technologies or devices imported from overseas manufacturers must have all necessary accreditation, approval and support from the respective in-country authorities to export Covid-19 products.

 

III.1.2)Economic and financial standing

List and brief description of selection criteria:

Economic operators must complete a supplier questionnaire to confirm operational and financial resilience, including validated sector experience.

 

Minimum level(s) of standards possibly required:

Economic operators must be of good operational and financial standing and provide evidence in response to questions for any deficiencies. It is expected that all economic operators have an established track record in the manufacture, supply and delivery of medical devices.

List and brief description of selection criteria:

Economic operators must provide evidence of the regulatory status of their device.

 

Minimum level(s) of standards possibly required:

The device must be CE and or UKCA marked and have validated performance data demonstrating sensitivity and specificity. If the device is imported the economic operator must be in possession of all in-country approvals for export prior to submitting its response.

All awards from the Dynamic Purchasing System will be awarded as supply of goods contracts with performance measures monitoring delivery, quality and value for money metrics of goods supplied.
