Time is of the essence as the above deliveries impact of the remaining major works which will be tendered separately. It is anticipated that the council will award this contract to a single supplier; it should also be noted that although the majority of our requirements are for the supply of; this contract may also include some installation works, which will be detailed in the tender.
Evaluation weightings are 60 % price and 40 % quality. The lowest price shall be awarded the maximum points with the remaining tenders being allocated points on a pro rata basis.
A mandatory standstill period shall apply to this tender process.
All communication must be directed through the PCS Tender portal message board during the tender process.

Strict delivery timescales will be agreed and must be adhered to as time of delivery is of the essence.
Samples of proposed windows and doors may be required within a strict timescale.
Deliery of windows and doors will be carried out in phases and must be labelled as detailed in the tender documents.

(1) A statement of the candidate’s average annual number of staff and managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract.
(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
(4) A statement of the technicians or technical services available to the candidate to carry out the work under the contract; or be involved in the production of goods or the provision of services under the contract; particularly those responsible for quality control, whether or not they are independent of the candidate.
(5) A statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract.
(6) A list of works carried out over the past 5 years, detailing the value of the consideration received; when and where the work or works were carried out; and whether they were carried out according to the rules of the trade or profession and properly completed.

It is vital that the products supplied must be of an acceptable quality. Samples may be requested with destruction testing carried out. Procucts that you do meet the required specification, or fail a reasonable destruction testing shall be rejected
