This contract will primarily be for any NHS Trust or Public Sector Organisation within the Somerset, Bristol, Gloucestershire and Wiltshire area.

Weston Area Health Trust (WAHT) wishes to replace its current system as delivered by the National Programme for Information Technology (NPfIT). The replacement system must include Patient Administration, A&E functionality and clinical documentation with a single solution from a single supplier. In addition, the chosen supplier must be able to demonstrate that their system has the capability to build and adapt over time towards a full electronic patient record including the use of a clinical portal.
The Trust also requires the provision of associated systems implementation services including but not limited to data migration, project management, technical implementation, interfacing with the trust integration engine, training, documentation, support and maintenance.
The core PAS solution will be required to cover, amongst other functions: Patient Registration, In-Patient Care, Waiting Lists, Out-Patients, Coding in all statutory defined formats, Case Note Tracking, Bed Management, Clinical Data Collection, Referral To Treatment Pathways, Choose and Book Compliance, Audit Reports, Operational and Management Reporting, and comprehensive data extraction facilities for all other Reporting purposes. In addition, the supplier system must either be national data spine compliant or be able to demonstrate that compliance will be delivered prior to contract award.
The Trust is looking for a Strategic Partner whose chosen solution must be adaptable or extendable to meet the future needs of the Trust in building towards an Electronic Patient Record. The Trust therefore reserves the option to utilise additional existing and future functionality provided by the chosen supplier.
An integrated solution is required, from a single supplier, to enable clinicians to access an increasing set of clinical information over time. All suppliers must undertake to work with other suppliers to achieve the required standard of integration.
The required solution or solutions will be evaluated and procured as one system. Initial short listing will take place following submission of Pre-Qualification documentation. The Trust will then undertake a staged process of Competitive Dialogue with initially between 2 and 5 bidders to determine the best solution for current and future needs commensurate with good value for money. The Trust reserves the right to reduce the numbers of tenderers or solutions (bids) during the dialogue process.

1. The chosen solution or solutions must be scalable or otherwise adaptable to meet the needs of a possible future enlarged Trust that may arise as a result of any local NHS reorganisation. Appropriate supporting services, including possible integration with systems not currently managed by the Trust, would need to be provided. The solution must also be flexible in response to any future physical development of the Trust’s estate which may impact the size or geographical spread of the Trust’s premises.
2. The chosen solution must be capable of being hosted at the Trust’s data centre or an alternative Trust’s Data Centre
3. The system must conform to all of the Trust’s Statutory, Information Governance and Data Protection requirements.
It is envisaged that the initial contract will be for a period of 7 years plus 3 years with an option to extend for an additional 24-month period.
