Section II: Object of the contract

Main site or location of works, place of delivery or of performance: This contract is for the University Hospitals Bristol NHS Foundation Trust and any trusts under the remit of the Bristol & Weston NHS purchasing Consortium – to be advised in tender documents. This contract will primarily be for any NHS Trust or Public Sector Organisation within the Somerset, Bristol, Gloucestershire and Wiltshire area.

Currently the Trust has 275 inpatient beds where a Patient Entertainment System is installed and operated on a pay as you go basis by a third party provider. These beds are not part of this procurement.
The Trust also has 320 inpatient beds where there is no Patient Entertainment System installed, and this procurement will allow a Patient Entertainment System to be provided to these beds.
The system should provide Freeview TV and radio channels, including an information channel, distributed to TV sets c/w DVD players at each bedside. The system should also provide suitable head-end equipment; including hardware and software, capable of servicing 320 beds and capable of further expansion should the Trust extend this solution to additional beds.
The system will utilize the existing Cat5e cabling and wall mounted termination boxes already provided at each bedside.
The Trust is looking for a Strategic Partner whose chosen solution must be adaptable or extendable to meet the future needs of the Trust.
A cohesive solution is required, from a single supplier.
The required solution or solutions will be evaluated and procured as one system, including an assessment of future expansion of units and functionality.
Initial short listing will take place following submission of Pre-Qualification documentation. The Trust will then invite shortlisted suppliers to tender to determine the best solution for current and future needs commensurate with good value for money.
The Trust reserves the right to award or withdraw any or all of the business.

2. The chosen solution(s) must be capable of being hosted at the Trust’s data centre.
3. The system must conform to all of the Trust’s Statutory, Information Governance and Data Protection requirements.
Description of these options: It is envisaged that the initial contract will be for a period of 3 years plus 2 years with an option to extend for an additional 12-month period. Options for procurement include in-house maintenance and support, or fully managed service.
Section III: Legal, economic, financial and technical information

1) Suppliers are required to express an interest in the OJEU process and complete PQQ documents (where applicable) via the Trusts eSourcing system TACTICA – which is accessed at https://tactica-live.advanced365.com – please make sure that you are registered to avoid any future delays.
2) Information and formalities necessary for evaluating if requirements are met:
(a) Is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) Is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) Has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) Has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;
(e) Has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(f) Has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) Is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) Has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) Has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) Has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) Has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
Bidders who have been convicted of a Bribery Act 2010 offence under section 1 (offences relating to bribing another person) or section 6 (bribery of foreign public officials) will be excluded.
