London Underground, the Contracting Authority, is currently undertaking a project to upgrade the existing Power Supervisory Control and Data Acquisition [SCADA] systems. The project aims to provide London Underground with a single reliable control system for remote monitoring and safe operation of power supplies on the network. The assets impacted include high voltage bulk supply points [BSPs] and substations, DC traction supplies, low voltage supplies to stations, depots, signalling systems and compressed air supplies. As part of this project, this contract notice is for the procurement to design, install, migrate, maintain and periodically refresh a new SCADA system on the London Underground network. The new system will replace the existing power network control facility in addition to replacing hardware including a number of Remote Terminal Units [RTUs]. Following the migration to a new system, ongoing maintenance and periodic system refreshes will be required for the life of the contract. The intention is to award two contracts to the same supplier; 1) design, install and migration of a new SCADA system 2) Maintenance and periodic refresh. Suppliers must register their Expression of Interest on the TfL E-Tendering Portal. The Contracting Authority reserves the right to award the contract(s) in whole or in part or not at all as a result of this call for competition. The Contracting Authority shall not be liable for any costs or expenses incurred by any bidders in responding to this notice or in tendering for the proposed contract(s). It should be noted that a contract notice for the ‘Power SCADA Communication Network’ will be issued simultaneously.
