The purpose of this framework agreement is to provide Recruitment Services to members of Procurement for Housing who require a reliable recruitment agency to meet their temporary, permanent or interim recruitment requirements.
There is a high degree of uncertainty regarding the potential additional future demand for recruitment service via the framework route. This has meant that PfH has endeavoured to the best of their abilities to provide a range of values which it believes to be reflective of the potential demand for this contract.

PfH is seeking to appoint a number of recruitment agencies to each lot of the framework agreement. There are 7 lots in total; Lot 1 — Managed Recruitment Services, Lot 2 — Recruitment Services, Lot 3 — Admin and Clerical Recruitment Services, Lot 4 — Housing Management Recruitment Services, Lot 5 — Professional and Technical Recruitment Services, Lot 6 — Labour and Construction Recruitment Services and Lot 7 — Executive Recruitment Services.
Agencies awarded to ‘Lot 1 — Managed Recruitment Services’ must be able to supply a master vendor solution although ability to also supply a neutral vendor recruitment solution or other similar managed recruitment solution will be taken into consideration. Agencies awarded to Lots 2 — 7 will be expected to provide recruitment services to meet the specific service requirements of each individual lot.

In brief, all consortium members must complete a PQQ in full. Where the consortium member is the lead organisation of the consortium, they must state this in their PQQ response and also provide details of all other consortium members names, addresses, aspect(s) of the services/supplies each will deliver and confirmation that each consortium member will provide a collateral warranty as requested in Questions 6.16a) and 6.16b)of the PQQ document. Alternatively, if the consortium member is not the lead organisation of the consortium but is an associated member, they must state this in their PQQ response and cross reference their PQQ to that of the lead organisations PQQ by providing the name and address of the lead organisation of their associated consortium as requested in Questions 6.16a) and 6.16c) of the PQQ document.
Where a consortium is successful in gaining a place on the Framework Agreement, any contract called off under the Framework Agreement will be entered into with just the lead Organisation. Each consortium should therefore clearly identify the lead Organisation that will enter into the Framework Agreement with PfH. Each consortium member should also confirm that they are prepared to provide a parent company guarantee and a collateral warranty to each PfH/NHC member that uses this Framework Agreement, if required to do so. Please note that if your consortium is short-listed, an Invitation to Tender will be issued to the nominated lead Organisation only and all correspondence will be with the nominated lead Organisation.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address of the contracting authority of this contract notice. If an appeal regarding the award of a contract has not been successfully resolved the public contract regulations 2006 (SI 2006 No 5) provide aggrieved parties who have been harmed or at risk of harm by a breach of the rules to action in the high court (England, Wales and Northern Ireland). Where a contract has been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
