This procurement is being run under the accelerated restricted procedure for the following reason:
Mid Devon District Council runs an in house Recycling Service which is being relocated in July 2014 to new premises. The existing baler system is no longer fit for purpose or our changing requirements so we are seeking to replace it with a new system which can better meet the existing and developing needs of the service.
Due to the relocation of the depot, the new Baler System must be installed and working on site no later than 18th July to allow the Recycling Service to be operational in advance of the lease on the existing premises coming to an end. Failure to be operational by this date will result in the service being non-operational for a given period, something that is not optional for the statutory kerbside recycling.
