The BBC is looking to establish a primary relationship with a campaign management provider. Bidders will be required to provide bid responses in respect of both the product (‘Campaign Management Software’) and system integration services (‘System Integration Services’), and associated activities. They can do this by either delivering the System Integration Services themselves, or selecting an implementation partner (or partners). Both the Campaign Management Software and System Integration Services (if applicable, see below) will fall under one contract with the primary Campaign Management supplier.
Note that the System Integration Services are optional services that the BBC may (at its sole discretion) opt to acquire separately to this tender process, in which case the BBC may opt to purchase the Campaign Management Software only pursuant to this tender process.
Notwithstanding this, the responses to the OJEU must therefore satisfy the following criteria:
— There will be one contract with the Campaign Management supplier.
— There will be one response per Campaign Management supplier to this OJEU, which must be able to provide both the product (‘Campaign Management Software’) and system integration services (‘System Integration Services’).
— Providers of System Integrations Services (‘System Integrators’) can partner with more than one Campaign Management supplier for the purposes of responding to this OJEU (subject to compliance with any measures the BBC considers reasonably necessary to ensure that there is no transfer of commercially sensitive information between different bidding partnerships).
— Pricing Schedule responses at the ‘Invitation To Tender’ stage later, will be required to provide a breakdown of costs for the Campaign Management Software and System Integration Services separately.
The required services will be provided in accordance with BBC standards, policies and guidelines, which can be provided on request, and shall include (but not be limited to):
For the Campaign Management Software:
— Provision of Campaign Management Software which allows the BBC to engage in relevant conversations with each audience member across inbound and outbound channels (including but not limited to email, SMS, social).
— Provision of Campaign Management Software that allows the design, execution, analysis and optimisation of multi-channel direct marketing campaigns.
— Development of the Campaign Management Software to enable integration with other vendors and future infrastructure.
For the System Integration Services:
— Provision of full System Integration Services (either by the Campaign Management Software vendor or System Integrator) to deliver a fully operational product that the business is ready to use.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
