Description of the contract

The House of Commons requires a Contractor to provide support for the Clerk’s Apprentices Scheme. The Contractor shall provide an agreed number of apprentices per annum to work at the House of Commons or Parliamentary ICT whilst completing an NVQ (catering, customer service, business and administration, etc. The Contractor shall have full responsibility for the apprentices, covering Payroll, HR management, pastoral care and support when required. The Scheme is key in delivering the House of Commons Diversity and Inclusion Scheme, which commits the House to work to attract and retain talent from all backgrounds of society, and by implementing initiatives to make the House Service more attractive and accessible to people who might not have thought of working here. The Contractor will be expected to enable the House to be involved in a positive media campaign supporting and promoting the Scheme. This media exposure will promote the House Service as a diverse and inclusive employer and should be designed to attract people from a wide range of backgrounds to apply for jobs at the House or at least to consider it a possibility. The Contract shall be in place for an initial period of four years, with options to extend, subject to due performance and the needs of the House, for up to two further 12-month periods. The available budget for this contract, including apprentices’ salaries, is £240,000 per annum.
